In the year 1984, according to Nichard's decision, the whole country was divided into 10 zones except the district. In Noakhali Zonal Settlement, Greater Noakhali started its activities in the 1986-1987 field survey year. The program started in the Sub Survey year. Lakshmipur Sadar Upazila Zilla Parishad of Lakshmipur Sadar Upazila started the field survey in 1986-87, with 229 mouzas excluding 09 mouzas of the Diara operation in 238 mouzas.
